According to The Mirror, the Reds are looking for a fee of around £10 million for the England international.
Oxlade-Chamberlain was close to a loan move to Newcastle United in January but a deal failed to materialise.
The midfielder has hardly featured for Liverpool this season, making just 17 appearances in the Premier League.
Since signing from Arsenal for £35 million in 2017, he has struggled to hold down a regular starting place under Jurgen Klopp.
A fresh start at a new club could help Oxlade-Chamberlain re-launch his England career with the World Cup in Qatar in November.
He has made 35 appearances for the Three Lions but has not featured in an England shirt for three years.
His departure should not be hard for Liverpool to cope with as Klopp’s squad boasts a host of options in midfield and on the wings.

Luis Diaz and Diogo Jota have bedded in seamlessly over the last two years, supplementing Mohamed Salah and Sadio Mane.
Meanwhile, the likes of Naby Keita, Harvey Elliott, Curtis Jones and new arrival Fabio Carvalho provide Klopp with more than adequate cover.
Liverpool face Real Madrid in the Champions League final on Saturday, where they are looking to secure their third major trophy of the season.
